Sarcophagus out of those two gets my vote, though you need a speed, turnrate and Inertia fixing strategy to get the thing to move well (Competitive Reputation - Fortified Engines did it for me).Out of these four I'd go with Scorpions. If you've got them the Lost Souls of Grethor and Jem'Hadar Vanguard Gunboats are probably the best hangar pets in the game though.
